Definition

-  Victorian Disabled Persons Parking Scheme permitting special vehicle access or duration of parking to parking bays throughout Australia

 

Features

-  2 Permit categories

-  Individual can only hold 1 permit

-  Lasts 5yrs unless cancelled, a Temporary Permit or an Organisation Permit

-  Category 1 (Blue)

-  Eligibility

-   Medical Practitioner must confirm significant ambulatory disability & inability to access a vehicle in an ordinary parking bay or a requirement to use a complex walking aid (not a walking stick) preventing use of a normal parking bay

-   Medical Practitioner must confirm an individual has an acute or chronic illness which makes minimal walking a danger to their helath

-   Specialist Medical Practitioner or Clinical Psychologist must confirm an individual is an extreme danger to themselves & others in a public place without assistance by carer

-  Access

-   Allowed to park for twice as long as indicated parking signs

-   May park in reserved disability parking bays

-  Category 2 (Green)

-  Eligibility

-   Medical Practitioner must confirm an individual has a significant ambulatory disability or severe illness which does not effect their ability to walk but requires rest breaks when continuous walking is undertaken

-  Access

-   Allowed to park for twice as long as indicated parking signs

-  Marked by codes

-   Code A: driver or passenger who has a significant intellectual or ambulatory disability

-   Code B: passenger who has a significant intellectual or ambulatory disability

-   Code C: organizations transporting individuals with a disability

-   Code D: temporary permit

-  Temporary Disability Parking Permit

-  When individuals ability to walk is significantly restricted on a temporary basis & not likely to improve within 6 months

-  Organisation Disability Parking Permits

-  Organisations transporting individuals who meet the eligibility criteria

-  Permit granted for 12 months

-  Permit must

-  Only be used when the vehicle is being used by the individual to whom it is issued

-  Be clearly displayed so permit number & expiry date is visible

-  Parking is not permitted in Clearways, No Stopping, No Parking Areas, Taxi Only Areas, Bus Zones or Authorised Resident Areas

-  Typically privately contracted car parks apply same rules to all vehicles

-  Exact access differs by councils

-  Recognised in all states

Indications

-  Significant ambulatory disability

-  Acute or chronic illness for which minimal walking is a potential danger to their health

-  Severe illness effecting ability to walk long distances without a break

-  Mental health issues creating significant risk to self or others if in public places without a carer

 

Procedure

-  Applicatoin forms available from local council (where patient resides)

-  Component to be completed by applicant or a representative

-  Remiander completed by Medical Practitioner or Clinical Psychologist

-  Form returned to local council

-  Refusal

-  Council must give reasons in writing

-  Must reconsider if second opinion from another Medical Practitioner or Clinical Psychologist
